If I select a note, then click play, I can't drag the score to pan it. It won't move and the arrow cursor doesn't appear. The only way I can work around this is pausing, clicking, and then playing again. I don't remember this happening in earlier versions. My OS is Windows 7 Home, and this always happens.

Interesting, I can confirm, I think - I don't normally try moving the score while it's playing, so I don't have a lot of experience with how it's supposed to work. But it does seem to work if I start playback by selecting a measure rather than a note - are you seeing the same?

Yes, selecting a measure works just fine. So does scrolling, (why haven't I been doing this?) clicking on the background after selecting the note, and I'm sure other things. I usually have big scores zoomed in a lot and want to look at certain parts, so I end up dragging the score a lot. This has been bothering me for a while.
