Ths seems kind of unpredictable overall, but for me, the following steps fail every time:

1) start MuseScore
2) Shift+T to display Master Palette / Time Signatures
3( in the Create Time Signature section, select 9/8
4) in the Note Groups section, set up to beam eighths in groups of 2+2+2+3
5) Add
6) click the 9/8 yu just added

Result: the dialog does not always reflect the groups you set up (soemtimes it does, sometimes it does not?). Maybe it isn't supposed to, but if you add this time signature to your score and then add some eighths, you'll see they are not in fact beamed 2+2+2+3 but instead are beamed the default 3+3+3.

It seems this maybe only affects attempts to add new versions of time signatures that are already on the palette. That is, adding 7/8 works fine, but since there is an existing 9/8, it doesn't. At least that might explain the unpredictable nature of this. But at first blush, it seems random.

Comments

You say that the problem only affects "new versions of time signatures that are already on the palette. That is, adding 7/8 works fine…" It doesn't for me. It's not unpredictable at all—it simply fails in every circumstance.

Interesting to note that this wasn't a problem in MuseScore 1 because MuseScore 1 only provided this option in Time Signature Properties, and not when creating the time signature in the first place.
