That score stems from MuseScore 2.3.1, which won't receive any further fixes.
In MuseScore 3.0.5 the navigator works, for me. But also with MuseScore 2.3.2.
So what exactly doesn't work for you?

Hello thanks for your concern. MuseScore 2.3.1 when I clicked on View menu Navigator, it appeared in the right window pane. The same place that the Inspector is now occupying. I don't use the Inspector.
But the navigator was useful to me for moving things around in small increments. None of those options appear in 3.0. All I get when I click on Navigator is a useless banner accross the bottom of the screen.
The navigator appears accross the bottom of the page like a banner. A banner without any options. Can you tell me how to replace it and put it back in the right window pane. Then after that is done display some useful options.
Appreciate your help, but honestly at present time I'm sorry I upgraded. I've been using Musescore for 2 years and never needed the Inspector . Sincerely Robert Scotti
I think you might be confused. The navigator normally displays at the bottom in both 2.3 and 3.0, and it never provided any options - just a bunch of thumbnails of the pages in your score. This hasn't changed in any way. It displays on the right if you have your options set to scroll pages vertically (Edit / Preferences / Canvas), on the bottom otherwise. Again, this hasn't changed.
But FWIW, the navigator is not really a recommend way of performing small motions - much better to use the mouse scroll wheel or equivalent touch gestures (reg, two finger swipe). The Navigator is really meant primarily for large motions, like from page 13 to page 12 of a 30 page score.

Hello Marc, Thanks for Thanks for your help. I’m sure I’ll continue to use MuseScore as it’s been a part of my daily routine for 2 years. It’s nice to finally meet you.
The Navigator in MS 3 uses a X Y scheme to make fine adjustments and that is new. In 2.3 select something then click on the arrows to move it either vertically or horizontally.
Surprisingly the new version of MuseScore, although I've only been using it for a couple of days, the latency problem with 2.3 seems improved,
When confronting something new the learning curve for me at times is stressful. This was one of those times. Robert

again: that doesn't seem the navigator you're talking about. The navigator has got nothing to do which selecting elemends or changing their positions, but showing/changing your view onto the score.
You might be talking about the Inspector, but that uses X and Y offsets ion either casye (but only in MuseScore 3 calls them that, in MuseScore 2 it calls them vertical and horizontal, but that is the same thing)
The Inspector indeed has changed a bit between MuseScore 2 and 3, more things moved there that before were not possible or done via right-click > element properties, but not fundamentally

I know I clicked on the small arrows to move stuff around. Where in 2.3 if not in the Navigator then where ?
In the score. And it needed a double-click, to put them into edit mode, then the arrow keys to move them. But also possible via Inspector. And no (fundamental) change in MuseScore 3 vs. 2

The Inspector is where the small arrows resided. Yes X Y is different terminology but performs the same function. Thanks
Yes, that stuff on the right hand side of the MuseScore window, titled Inspector. And what isn't working for you, if anything?
Navigator is the the area below the score, in MuseScore 2 it shows when pressing F12 (in MuseScore 3 it still exists, but on pressing F12 the new timeline shows instead)
