How do you load a new instrument from a sound file?
I'm looking to import an MP3 file into MuseScore, but I don't know how or even if I can do it. Please help!

I'm not sure what specifically you wanted the MP3 to be, but MuseScore doesn't import audio. Perhaps you are looking for information on soundfonts - the files MuseScore uses to control the playback? These are not MP3 but SF2. See the Handbook under "Soundfont" for more information.
