Remove key signature step during score creation if only non-pitch and tablature instruments selected

1. Create new score.
2. Select an instrument in non-pitch percussion.
3. Next.

Expected result: Unless there's instruments with pitch during score set-up, the key signature step shouldn't appear.
Actual result: I'm able to select a key signature, but it doesn't appear in the score.

Using MuseScore 1.0 and 2.0 Nightly Build (4531) - Windows XP SP3.
