Can you post the score you are having problems with? Which build? Works fine for me in the build I have (a couple of days old) in the score I just tried.
Windows x86-64 nightly build 48f8ba9. Doesn't matter if start with new score or load a saved score. If I start with new score and add a transposing instrument or change a staff to transposed, that transposed staff initially is in transposed view, and remains in transposed view even when click "Concert Pitch" button.

The Concert Pitch button remains un-depressed.
Confirmed with Linux, same nightly, Debug and Release builds.
I notice this line :
is removed by the PR 2706 but I don't see any other "concert-pitch" text in the diff... So I'm guessing a line like this needs to be re-added.
My above comment was just a guess from quickly looking at commit history...that commit seems to be dealing with menus so maybe not related.
