Short instrument names used instead of the long one if score starts with a vertical frame

- Create a score with a title and two instruments
Expected result: the long instrument name is used on first system
Actual result: the short instrument name is used. If short instrument name is empty, no instrument name at all is displayed. Reported here https://musescore.org/en/node/121341
