Regression/by design? : no system header after horizontal frame
Create a new score from the Brass Quintet template. Select measure 26, open the Repeats & Jumps palette, and double-click the coda. (Ignore #140261: Regression: highlighted "drop zones" lingering for the moment.) Re-select the measure, go up to the Add menu, and choose Frames > Insert Horizontal frame.

(The coda is added just for realism.)

Fwiw, my preference is to make either behavior available, perhaps by a property on the frame.
