Custom time signature note-group/beam options in Master Palette are solid black
1. Open a score.
2. Access the Master Palette menu (def. key 'Z').
3. Navigate to the 'Time Signatures' tab.
Expected: The area which displays notes with beam groups to be customised can be seen.
Actual: The area which displays notes with beam groups to be customised is completely black and unclear.
The field can still be interacted by dragging a note-beam option unto a note which would usually appear there. Custom note groups do appear in the score; only the interface where they would be customised is obscured.

Could it be some kind of miscommunication with the paper background color set in Preferences > Canvas? Does a revert to factory settings help?
A factory reset did help. I'm not sure if it was the canvas, as it didn't change both before and after the factory reset.
I unfortunately do not remember the exact details as to preferences set when it occurred.
In your original screenshot, I noticed the non-default tan color behind the time signatures in the middle and the beam buttons on the bottom right and, more tellingly, the deep blue background color behind the score, which I've seen show up after changing those settings (a bug which I should probably figure out how to reproduce and report). I assume those don't look the same now?
I didn't notice that - yes, they are bright white now.
