Cannot add a 7/16 time signature after three measure of 2/4 without getting too many rests

See attached. As can be seen, it is a score with three 2/4 measures and intend to change a time signature to 7/16 (I inserted custom signature text) on fourth measure but it puts in rests that are invalid.

I just thought of 1 more thing. You mentioned you made a custom time signature, which of course is the only way to add 7/16 time. You can have the number of beats in the measure different than the text in the time signature. I would double check that.
