At least in 2.1-RC it does put the element into edit mode: you can move the timesig using the arrow keys. Same in 2.0.3-portable.
What do you expect?

Sorry I was confused by the fact that there was no visual feedback resulting to the action (except, now that I better look, the name edit mode in the status bar).
In fact yes it works and enables to move it.
Why can't you move it just by selecting it, as it is the case for fingerings or chord symbols e.g., is a design mystery for me.

That should work too, via inspector and the element offsets

What I mean is: using the arrow keys with a selected fingering or chord symbol moves it without requiring an "edit mode".
It doesn't work for time signature.

Time signatures are attached to a system rather than a note. They are treated more like barlines and accidental moving of them becomes more difficult.

in 2.1 (and 2.0.3) editing with arrow keys is possible.
just double click on it.

Double clicking puts it in edit mode just like right click->edit mode and ctrl-e.
The point is not that it can't be moved, it just takes an extra step to lessen the possibility of moving it by accident.

Fingerings and other elements often need to be moved, so we make it easy. Time signatures should virtually *never* need to be moved, so we make it harder to accidentally move them when that is almost never what one wants.
