I can't reproduce. And I see the related (perhaps duplicate?) issue is closed. Maybe this should be as well?
I think the reason we can't is because the clef doesn't appear at all. I had previously filed this: #24124: Tablature2 clef missing
When undoing to Standard, a clef doesn't appear there at all.
Until it's fixed, I think this should be left open?

Ah. Seems to be a glitch only affecting 1.3 score. The undo works fine in scores created from scratch even though no tab clef appears when changing type.
Isn't this a duplicate of #21970: Undo Staff Type changes does not restore former state?
Has a similar description an also deals with a file created in 1.3
