Toolbar Editor: Toolbar duplication

Ubuntu 16.04

Steps for bug replication:
1. Select Basic workspace
2. Create a brand new workspace by clicking the ‘+’ next to Basic
3. Goto View-> Toolbar->Customize Toolbars...
4. Click between the toolbars at the far left a couple times and end on File Operations or Playback Controls
5. Click OK

I’m not quite sure what the desired outcome is, but I doubt it is having two of the same toolbar and the removal of the noteinput toolbar.

The toolbar editor now behaves correctly, each toolbar may be edited
Playback controls and File operations are now saved to the workspace
