If there are elements below a volta which do move it up, then successive voltas have different vertical positions.
Expected: Successive voltas should have the same vertical position.

I can confirm this.
Expected: Successive voltas should have the same vertical position if on the same system.
I can have also seen this, but I didn't report it immediately, because in my case, the second volta would've collided with notes in the staff on top if it was moved to the same level. I did try to cram in a lot of music on the page, so I decreased the min system distance quite a bit. So my case was a bit more complex for the autoplacement engine.
Lyrics are pushed down as a whole (in the whole line of that staff in that system) if one note in the system needs it. Voltas should do the same (just up rather than down of course)
Maybe not all voltas in the same system, but all neighbouring voltas (in the system)
Jojo, agreed ;-) I think you summarised the expected behaviour very well. All voltas directly adjacent to each other should be aligned.

Yes, that seems to be fixed.
Now all voltas in the same system get the same height.
But I agree with Jojo, only adjacent voltas in the same staff should be aligned.
So, fixed? And separate issues if any.
