OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.0.0, revision: 747f3e9

Open the attached file. Drag the F7 chord symbol (say) so that it is above the G7 chord.

Expected result: G7 chord stays where it is.
Actual result: G7 chord moves above the F7 chord.

Here, I am not so sure what the expected result really should be. You are trying to force a chord on one beat to display as if it were attached to another? That's just asking for trouble. If the goal is to have an alternate chord on a given beat, better to enter it on that beat, then use the Text Style control in the Inspector to assign it Chord Symbol B style, after defining that appropriately. Of course, that doens't quite work right now, either - see https://musescore.org/en/node/274259#comment-869969

Also, fwiw, if you want to force things to display in ways other than what autoplace does, you can always turn it off.

I also don't understand. It is not about autoplacement, but about guessing what a user wants. So, turn off autoplacement and play with positions freely.
