On Mac Help/Revert to factory settings is missing (resp. the corresponding one for German)
On Windows it is there though
Workaround is to use the commandline
Comments
On Linux the entry is available too inside the help menu.
It's possible that revertToFactoryAction is null causing it to not load in. However, that's a shot in the dark and I don't have that OS.

Everything is in place for me OS: macOS 10.14, Arch.: x86_64, MuseScore version (64-bit): 3.0.0.19499, revision: 0526317
even in German:
Remains an issue in today's beta.
OS: OS X El Capitan (10.11), Arch.: x86_64, MuseScore version (64-bit): 3.0.0.19499, revision: 0526317
another workaround, (avaibable due to a bug, #278967: Mac: Factory reset alert when accessing preferences (German localisation)) use MuseScore/Einstellungen (Settings)
Actually these 2 may even be related to one another
What we know right now: the menu items are in place when we change the language from any to German. Restarting MuseScore leads to missing "Revert to factory settings" and replacing the action behind "Preferences" menu item to the "Revert to factory settings" one.
Fixed in master https://github.com/musescore/MuseScore/commit/c8bfdc579d630a6aaed8d57f1…
Confirmed fixed for beta 3 Mac OS X 10.7 - 10.11.
Automatically closed -- issue fixed for 2 weeks with no activity.
