Consecutive pedal lines should autoplace together or not at all

Consider:

The individual pedal liens are avoiding the notes below the staff nicely (hmmm, kind of, not so much on the second one), but this causes them to not align with each other the way they need to for the hooks to form a ^. This happens often enough that we should consider disabling autoplacement for pedal lines. Or maybe just ones with angle brackets.

That's probably good enough for the initial 3.0 release. But ideally, we should do what we do for lyrics and make the adjustment system by system.
