Tested with nightly version 2019-02-05-1405 and the current stable version.
- adjust view so you can see from the first to third page.
- adjust the height of the title header, so that a staff changes pages.

third page gets overlapping staffs or blank space, depending on if you increased or decreased the height.

(Workaround) save the file. Third page is now correct.
It does not happen, if a staff changes pages because of bar breaks (enter).

Can not reproduce it with newer versions.
Can you please check whether the problem is still there using recent version 3.4?
My guess is that this is connected to #291466: System being edited stays fixed on current page until editing an earlier system. See in particular https://musescore.org/en/node/291466#comment-930351.

Can't reproduce it with the current version (3.4.2).
It was like Marc Sabatella said in the related bug: "If you then do something to trigger a full layout (incuding wait for autosave to kick in), it fixes itself as mentioned.", which lead to my workaround.
