What is the direct URL of the Musescore Start Center? My computer doesn't have f4.

Chromebooks have function keys, they are accessed from the top row of buttons. Just count over four from the left-most button (usually labeled as a back button, like "<--") and press whatever key that is, accompanied by the key that is labeled either "Search", "Everything", or "Fn". This isn't a MuseScore-specific thing; it's common to all applications running on Chromebooks.

Make sure you are actually running MuseScore - the notation program you download to your Chromebook, running as a Linux app. Not this website, not the musescore.com website, not the similarly-named Anroid app for displaying and playing scores - you need the actual MuseScore program on your Chromebook.
