"Choose Instruments" pad selection in wizard is not working

1) Load Musescore3 (or open the Start Center window pressing F4)
2) Inside the wizard panel, clic on the "Choose Instruments" pad
3) Notice that a blank score (no staves) is then opened without asking about any instruments to be chosen

I see an empty sheet too (and that much is "by design", what else should is show?), but also "Choose Instruments"
