Wrong format mm vs Inch

Format -> Page Settings
The unit settings always default to Mm even if you save it in Inch as default template.

This causes a major problem when you try to fit the page it;s mixing mm and Inch together

if you select the default, and increase the scaling so it goes to 3 pages,
then which to inch and do it again, and you see it's completely different.

It needs to save that setting for the template, and that's not doing it.
