I think we need to disable Ctrl+Shift+Drag for measure numbers because they cannot become palette elements.

Fixed in branch master, commit 808911942c
Fix #203026, fix #301847, Add Measure number inspector,
providing the ability to place measure numbers above and below the staff,
but also left, centered, and right.
