[Accessibility] Measure Properties dialog not fully accessible

The measure property window is only partially accessible. NVDA can only access things like stemless, but can't get focus on measure length, exclusive from measure count, set measure number etc. I have to switch to a Chinese screen reader temporarily, but it's quite inconvenient, and I don't know how a non-Chinese blind can access them. NVDA just can find some of them, but will say no default action when trying to press keystroke to simulate a click.
