Default position of clef change after a caesura is incorrect

1) Select a note or rest, and enter a caesura.
2) Select the note directly following the caesura and enter a clef change.

The clef change appears before the caesura rather than after it. Example attached.

This can be fixed by playing with leading spaces and offsets in the inspector panel, but I believe the default is incorrect.

My guess is the issue isn't so much with the layout but with the add operation, MuseScore is choosing to actually place the breath segment before the clef segment. I think the order of segments is set by their position in the enumeration of segment types. Probably this should be reversed, unless there is some other use case where it does make sense to put the clef first. End of measure, maybe?
