Create a score with following properties:
1 - In barlines style, check "barline at start of single stave"
2 - For clef properties, unmark "Visible" to hide clef.
The time signature is now displayed in contact with the initial barline - the only way I've found to position it is to do so manually for each clef.

If you don't want a clef to show, disable it in staff properties rather than making it invisble. Doesn't change the issue at hand though.
As a workaround for that, select the time sig and in Inspector increase the Segment's leading space.
Or rigtht-click one, select all similar and then change the leading space for all at once
Problem seems that the setting for Format > Style > Measure > Distance time signature to barline gets ignored?

That seems to be the problem. I'll try the workarounds you've suggested, as the score I'm working on is quite complicated I think I'll have to add a stave for each style I want to apply, then make visible only those non-empty staves. (Score is actually a list of articulations, can be seen at https://musescore.com/user/30045824/scores/6436648)

Time signature to barline is for the space after a time signature, if one should appear just before the barline (e.g., before a start repeat).
It's the time signature left margin we should be honoring here, I think.
