I’ve encounter a situation where a dynamic mark in a hidden part excludes the parent measure from a mutli-measure rest.

Setting the mark to invisible fails to remedy the situation (fails to include the measure in the multi-measure rest.) Seems like that should be a reasonable workaround.

Interestingly, once the p dynamic mark is removed it’s clear that pedal marks in the same measure do not interfere with the multi-measure. So I wonder why the dynamic is singled out as an offending citizen.

The consensus in this discussion cocludes that this is a bug and as of 2022-01-30 is not addressed by the v4 Nightly. Example score attached there.

To be clear, dynamic marks should exclude the measure from a multimeasure rest if the staff is not invisible; the issue here is that it's happening for certain invisible staves. I was able reproduce this result from scratch but so far only if the dynamic in question is attached to an invisible staff that itself is linked to another staff in the score (eg, guitar standard+tab). And yet, removing the linked staff in the posted score doesn't work around the issue. So I'm not sure what is actually going on.
