Changing time signature corrupts key signature map

Ubuntu 14.04, GIT commit: 1f6e959

I swear I reported something just like recently but can't find an open issue on it.

1) my first score or new C major 4/4 score with treble clef template
2) add key signature change to bar 5
3) add time signature change to bar 5

Result: key signature appears on first bar, can't be deleted. I only see this if the initial key is "C".

Apparently the key signature map is corrupted. I can reproduce lots of very bad behaviors with variations on these steps.
