Right click on note should also show measure and staff properties

Steps to reproduce bug
1. Right click on a note

Expected behavior: Context menu should show "Note Properties..." but also the properties for its ancestors (i.e. "Measure Properties..." and "Staff Properties...").

Actual behavior: Context menu shows "Note Properties..." only

Discussion: Clicking on the empty part of the measure is tricky when the measure contains many notes close together. It is also difficult to describe in the documentation. See //musescore.org/node/4699#comment-12585 for more information.
