How to create stem abbreviations in 2.0
I would like to notate sixteenth notes as a quarter note with two "slashes" (abbreviations) through the stem. I was able to do this in version 1 but I can't figure it out in version 2.0. Any help would be appreciated.

You mean a tremolo, 16th thru stem? To be found in the Tremolo palette, in the Advanced workspace
Are you talking about tremolo? If so, it's done the same way in 2.0 - using the Tremolo palette. If you are still using the basic worksapce, you need to first change to Advanced using the control at the bottom of the palette.
This only makes sense for repeated notes of course, but since you say you were able to do it in 1.3, I assume you are not talking about some sort of cusotm experimental notation.
