just focus on bar 13.. it's still a 16th note rest there... is there any mistake?
Please don't use word attachments, attach the PNG directly

Much better thoug is to attach the score itself, the mscz file.
I don't see any problem though, all these notes do nicely add up to 4/4 as far as I can tell:
1/8 + 8/16 + 1.5/4 == 2/16 + 8/1^6 - 6/16 == 16/16 == 4/4
I don't see it being related to Tempo in any form or shape?

Why (and which, there are 7 16th notes, plus a 16th rest)? The notes and rests in that measure do add up perfectly (see above).
Whether you want that 16 rests or not, and turn the preceeding 16th into an 8th to avoid that, is your decision

I neither see nor hear anything wrong with it
Tempo is 70 BPM all the way though

These all sound the same, just look different
Also check mine, which is different from these, in sound and look, but matching your measure 11's rhythm
