1) Open Musescore and Esc the Start window
2) Insert a new key signature (ex. 3 sharps )
3) double-click on key signature on first staff, it enters in edit-mode -> Good
4) double-click on key signature on second staff, it doesn't enter in edit-mode -> Bad

Of course, when not properly entering in edit mode, you cannot re-position the key signature using mouse click-and-drag, nor using arrow keys.

Using Musescore 3.3.0 in Windows 10.

Comments

I have not problem with double clicking putting any key signatures into edit mode. I did notice if I click, then double click the key signature it goes into then out of edit mode if the time between click and double click is too short.

I can't reproduce a problem. Can you attach a specific score you are having trouble with? Could be something unique about it. Also it would help to explain why you are resorting to moving key signatures manually, this should be virtually never be needed. The default position should eb correct for most contexts, or if you hav a house style that demands different spacing, the settings in Format / Style / Measure should do the job with the need for manual overrides.

It is true, btw, that the automatically generated keysigs (eg, ones on systems other than the first) can't be edited - that's deliberate, as such customizations wouldn't be able to survive layout changes. So if by "staff" you really mean "system", this is by design.
