A possible way is to do just like instruments.
Write a script that go through the files and directories, export the file names to a h file and add it to the lupdate phase and transifex as a new resource. Then modify the C++ code to call tr/translate.

Could be something for the next major version.
Note that the solution in https://musescore.org/en/node/102366#comment-457711 still apply but would not cover templates provided by Extensions.
