You should be able to move the "3". And if there *is* a bracket, there should be a third handle to move the entire element, just as the is for lines (eg, hairpins, voltas, etc).
You can move the 3, via inspector, even after a single click.
But yes, that 3rd handle in the middle might help here (even without the bracket) and in General (with the bracket)
Interestingly, beams don't work like you describe. There are two handles, and the left one moves the whole beam, while the right moves the right endpoint up and down.

Confirmed with the current master build. Should be addressed in 3.0.
