Stemless chords display hooks
1. Open attached score (produced in 1.3).
2. 'Inspector'.
3. Click on a notehead.
4. Tick 'Stemless'.
Result: The stem and tail re-position.

Should a stemless note have a flag at all?
I would say no.
1.3's behaviour seems fine.
