Tempo markings should be on their own "Tempo" palette, not hidden in "Text"

It's been an ongoing issue that people are confused about how to set the playback tempo for their pieces. They don't think about looking under "text" for this feature. The new 2.0 palette items that have predefined texts "(crotchet) = 80" et al are great, just too hard to find. I propose we move them to a new "Tempo" palette.

I think all tempo matters should be in Tempo Text.

To accomplish what Marc touches upon, all you would have to do is add a radio button for each value (e.g. dotted crotchet).

They are now in the "Master Palette" under Tempo, but how do you put that palette into the normal side palette? I tried a factory reset and deleting all my profile stuff (both MuseScore folders) but that didn't work.
