Also even when it last worked, it only showed other issues, but not forum topics this issue had been mentioned in.
It should really show both (and IIRC did at one time).
Additionally for issues it should show their status (as if the [#nnnnn] had been used).

These links used to get updated by some post processing (cron) job on the server once an hour.
Might need to get done more frequently.

I just found some older issue (#166161: Ability to have natural sign in Chord names.) where that "What links here" section also did include links to forum topics that mentioned that particular issue, so even that did work once upon a time.
Can we have this back please?
After some investigation, it's clear that this feature has indeed a flaw. So far it has been relying on the fact that the issue that was linked to was 'updated' soon after it was linked to. Update means a comment was added, or the original post changed, ... So when a linked post was not updated, it wasn't referenced in the What links here block. I hope this is understandable, and if not, no worries, the resolution is coming soon.

Thanks for confirming Jojo. The flaw was basically a left over from the Drupal migration performed last year.
That's what I though, at least concerning the links to forum posts, I think the links to other issues have worked longer though. But whatever, it seems fixed now, which is good :-)
