Create new score by pressing "+" UI element

I am not so sure about this. It makes sense for a web browser because the user is trying to browse to a URL that (hopefully) already exists. But in an editor such as MuseScore, the user may want to create a new file or open an existing one. And there are buttons on the toolbar for those two commands already.

Agreed. Seems unnecessary.
I feel that offering multiple/different ways to do the same thing is often not helping UX, on the contrary. In this particular case, I would vote against.
I'm inclined to also find this unnecessary for the reasons stated. However, I will play a little devil's advocate, and suggest there is one pretty specific behavior for a "+" button I might not mind seeing - a way to designate a specific template to be used and get an empty score with that template in a single keystroke. Maybe via a preference, maybe the last used score type. Key of C, 4/4, 32 bars, or use the last settings from Create New Score. If you're creating a lot of scores of the same type, being able to create another with a single click would be kind of nice.
Just duplicate the score left to it
This is often what I do, but then I still need to take the extra step of deleting content. Anyhow, I'm not too concerned about it, but I'd say if there were to be a "+" button, this is what I'd want it to do, and it's pretty much the only behavior I can see any advantage for.
