Create a score with at least 2 staves
In the first measure, make at least one have a shorter rest than a measure rest
use time wise delete on the first rest
Enter a note on the remaining rest

Result: Note appears before the clef.

Very former issue (since the implementation of this feature probably). I always see it, eg in October 2016, with 09a2b71, here combined with another issue, solved now.
