you mean changing a barline type, say from notmal to dotted doesn't replicate beween score and parts? If so: it never did, and is by design, as the look of a barline is layout and as such not replicated between score and parts
But indeed even dropping a repeats barline onto a measure of the score doesn't replicate it to the parts, that much is a bug and a very bad one

I don't really know which is really the original (even if this one is older) of the duplicate. But one is more documented (Eric's thoughts), so probably better to do in this way.

Can't reproduce with a score created from scratch
I'm able to reproduce with MuseScore 3.0.2 (Windows 10). This bug was not present in MuseScore 2.3.2.
Steps to reproduce:
1. New Score > Choral > SATB > Finish
2. Files > Parts > New All > Finish
3. Drag double bar line to score
4. Switch to any part
Expected behavior: Double bar line should appear in every part
Actual behavior: Double bar line appears in score only.
