Barline for uppermost staff disappears when adding double barline at start of system

OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.0.0.4785, revision: c1a5e4c

Reproduce:
1. Create a score with barlines at the start of each system
2. Click on a barline at the start of a system, and double click double barline on the palate, or drag and drop the double barline
Expected: all staves in that system will start with a double barline
Actual: only lower staves (if there are any) will start with a double barline, and the barline of the uppermost staff will disappear, including if it is the only staff.

Workaround:
1. Follow reproduction steps
2. Save and reopen
Double barline will appear for all staves.
