In Musescore 2 I can add a fermata to a barline (see also the manual)

In Musescore 3.0.0.4747 that does no longer work.

I have the same problem. All I could do was to add a fermata to the nearest note, then uncheck "auto placement" in the insperter. That allows me to move the fermata to a barline, but it will not stay there after a save. You can sucessfully make a PDF at that point, but the next time you open the Muse score, the fermatas have moved! Frustrating.

3 in Muse 2!

That is by design. If you open a file created with MS2 in MS3, you will be warned that you will not be able to edit the file in MS2 any more if you try to save it. You can ignore the warning, but it isn't a bug or problem. It is just not possible to add new features for a major upgrade (like from MS2 to MS3) without breaking backwards compatibility.
