1) Create a score for a one-line instrument (e.g. Concert Snare Drum), or start with the default "Untitled" and change it to a one-line staff.
2) Select any measure and choose Add > Frames > Insert Horizontal Frame.
3) In MuseScore 2, the frame is visible and selectable. In 3.0.2, the frame has zero height and cannot be accessed.

There are some constants we use for drawing things like barlines for single line staves, we should use them here too. Eg, BARLINE_SPAN_1LINESTAFF_FROM. Or maybe the sysstaff bbox.
This appears to have been fixed sometime since, probably along with the other fixes to one line staves.
