- Create the following chord diagram in a score:
- Copy and paste it somewhere.
Result: The barre is lost. - Save the original diagram to a workspace.
Result: The barre does not appear in the icon. - Apply the same diagram from the workspace to the score.
Result: Again, there is no barre.

I can't reproduce, weirdly, with the copying and pasting, and I can't actually work out how to add the diagram to the workspace.
OS: Ubuntu 18.04.2 LTS, Arch.: x86_64, MuseScore version (64-bit): 3.1.0., revision: 3543170
OS: Windows 10 (10.0), Arch.: x86_64, MuseScore version (64-bit): 3.1.0.5794, revision: 5cc4d6b
The easiest scenario to reproduce the bug is to apply an unbarred chord from the workspace (the first one, C major, say), create a barre in the chord, then copy. Result: The barre is lost.
However if you apply a barred chord (the second one, C minor, say) from the workspace then the barre seems to be retained on copying. Even if you subsequently edit the same chord, any barre seems to be retained.
To add feet diagrams or anything else to a palette, see the Handbook under "Custom palette" - the process is documented pretty well.
