5 to 117 EDO Retuning & Transposing Plugins Suite

after I've installed 3.1 musescore successfully an error stopped me
when clicking to open the program a box appeared
" The program can't start because api-ms-win-crt-runtime-I1-1-0.dll is missing from your computer."
please tell me what shall I do to start it as I use windows 7 ultimate 64 bit
