Some symbols in the palettes are very often used but it's very inconvenient if too more palettes are unfolded so that I have to either scroll up and down or frequently fold and unfold (even in single palette mode, with just unfold)...

I'm suggesting a "recently used" palette that basically has the same intention as in similar palettes in other software: put what the user has just used/most often used symbols in a single palette, so when using these symbols they don't have to scroll or fold/unfold too many times when using symbols from different palettes.

For example, I use:
Treble clef, bass clef, alto clef in "Clefs";
Accent, staccato, marcato in "Articulations";
Crescendo hairpin, diminuendo hairpin, pedal in "Lines";
8th, 16th, 32nd, 64th through stem in "Tremolos";
pp, p, mp, mf, f, ff, fff in "Dynamics";
System break in "Breaks & Spaces"
often when using MuseScore, so I hope to see a palette containing only these symbols, although it isn't a short list, it's still very very comfortable if such palette exists.

Don't think I'm dismissing your suggestion.

You may make as many or few custom workspaces and palettes as you like and put the items you will be using for a given project into one. Initially it's an extra step to add an item, but it gives you total control over which items end up in the "recently used" palette so the Allegro from the initial tempo that you will never use in the score again won't be there until its time period has expired.

For more info on customizing palettes, see the Handbook under "Custom palettes". BTW, there is also the palette search facility (search bar at bottom of palettes window) which can be useful sometimes. I suspect that between these, you won't feel a need for a constantly changing (which would be annoying I think) "recently used" palette. And yet, it's not a bad idea to consider for the upcoming palette redesign.
