Concert Pitch in part does not transpose key signature in empty part

Ubuntu Studio 14.04, GIT commit: 9c9a464

1) new score, alto saxophone, C major (concert key, will transpose as A major)
2) file / parts, new all, OK
3) view part
4) Concert Pitch

Result: key signature does not change from A to C

It *does* change if you add notes to the score - regardless of whether the notes are added between steps 1 & 2, 2, & 3, or after step 4.

Given that it only happens for empty parts, and it's fairly uncommon to view parts at concert pitch, I would be inclined to mark this "minor". However, given the nature of the linked part & TPC code, I guess it concerns me a little that this could be a symptom of some deeper problem, so I'd least like to make sure we understand the problem.
