I consider this a minor bug but marking as a suggestion instead since there's a workaround: manually change the offsets of the rests. Unfortunately you can't do that with the keyboard in one fell swoop with Select All Similar filter but must resort to using the inspector also, unless you offset only a single rest at a time, and in that instance you may use the keyboard to offset a rest.

1) Let Grand staff
2) Let Top staff have some rests
3) Let lower staff have some notes that are cross staffed to above staff.

The cross staffed notes are not considered automatic placement elements in the sense that they do not affect the rests on the top staff so that there is overlap.

My suggestion would be to have the rests move up (with the same units as the inspector like 0.50sp or 1.00sp clicks at a time) just enough so that they do not touch any cross-staffed note, where the result would be similar to:

It's already known that cross-staffing doesn't take into account some things, so this probably isn't something new, but figured I'd specifically make mention of this in the tracker.
