Being worked on for version 3.6 is a System line that will be visible above the top staff of the main score and shown on all parts like System text currently is. When you add a system line, it will be hidden if the first instrument is hidden. It should always remain visible.

FWIW, I recall system text and/or voltas having this same issue a few years ago, one could look to see how it is currently handled for those.
BTW, voltas already are a form of system line, I didn't really follow the PR for the new functionality, but I would hope they now share code.
