They do, usually, So a sample score is needed to demonstrate the case where they don't
Make sure to have either dynamics before and after the hairpin or have the velocity change of the hairpin set in Inspector
If on a single note, make sure to use an instrument that is capable of that and is using the corresponding "expressive" sound

I know how to use musescore, and it has happened more than once, I've only ran into the problem with large orchestras when I crescendo multiple instruments. Some of the instruments crescendo, but others just stay their original dynamic.
The first time it happened, I was copying a section to a different score. In the original score it worked fine, but in the score I copied it to the trumpets didn't crescendo, even after I rewrote the whole section from scratch.
One time I changed a section and it stopped working, so I changed it back but it still didn't work. Somehow that one eventually fixed itself.
The most recent occurrence, I have three oboes, an english horn, a bass oboe, and strings. Everything crescendos except for the three oboes. I thought it might have been an error with expressive instruments so I made everything non-expressive, but the same problem occurs, where everything crescendos except for the three oboes. I have a video of this last one but it won't add it to the file attachments.

The Oboes are just one oboe with multiple staves, and use an "Oboe Expr." sound and are set up for Single Note Dynamics. So far so goodm but you'd need to set the dynamics and haripins to apply to their staves, not the entire part. You did that only for the 3 pp, not for the 3 crescendo lines nor the 3 ff.
Doing so fixes the issue.
As would having really 3 Oboes.
