Tab order in Page Layout dialog not good

Tab order start off OK, but after Scaling, it skips First page number and goes to mm and inch before coming back to First page number, then it goes to the page margins but in a a weird order. See it should go odd: top, left, right, bottom, then same for right.

Much better. I'm not sure about Apply versus Apply to All Parts - I get that logically, Apply seems more significant, but maybe it should have been listed on the left? I don't see a good reason for tab order to deviate from visual order unnecessarily.

There are doubtless other dialogs with issues. During the GSoC, Andrei made a pass through some of them as part of his accessibilty work. But he focused on the dialogs that were associated with features that were themselves accessible - basic high level score maniuplation, nothing having to do with editing of individual elements. Also, that work was now over six months ago, and since then, there have been dialog changes that have not always preserved the tab order. I've been trying to keep up with the style dialog at least, which tends to get added to fairly often and is probably by far the most complex.

This is not related to tab order, but I've made note in my MuseScore issues file that the Style/General sub-window layouts are all over the map. Twould be nice to have this straightened out.

Reg. the editstyle window: I've left a comment in the offending commit already...
Reg. Apply to parts: that is disabled for non-parts, so I though I'd have it later in the tab order. But I can easily fix that, expect a PR shortly

Guess I could add a fix for the editsyle height in the due course.
